Last summer, paypal locked down my money and put my account on a limited basis because of this FF is gambling non-sense. Personally, I don't think it's the same as placing bets during a poker game or placing bets on a horse race etc, but they obviously feel it is.
After going back and forth with them, and talking to another person that had this happen to them, I worked out a solution with them. As long as I post the following Legal Disclaimer on my League Web Sites, they agreed to open back up my account and my money. Since then, I haven't had any problems. Although, I still ask people to not put anything in the subject line or message box. lol
Here's what I worked out for all my leagues. I just change the name of the league within the body of the message. Maybe you guys could try the same.

All game fees charged are based on supplying our customers with the true look and feel of owning a sports team. All games are strictly considered games of skill. The commissioner of The Ultimate Owner FF League rewards the players most skilled in compiling and managing a team. All participants agree to abide by the terms of these Official Rules and Legal Disclaimers, and by the decisions of commissioner of said league, which are final and binding on all matters pertaining to the game. Also, since there are some states that do not allow the residents of said state to send or receive money vie paypal, all monie's paid towards this game of skill, are required to be mailed to the address of the commissioner. Finally, the commissioner of said league does not receive any financial rewards for running this league other then the simple pleasure of providing some enjoyable entertainment for those who decide to join The Ultimate Owner FF League.
